FRANCISCO GARCÍA GÓMEZ DE MERCADO is Bachelor in Law and a Degree in Catalonian Civil Law granted by the University of Barcelona and PhD in Law by the Complutense University of Madrid (1997).
State Attorney before the courts of Madrid (1992-1997), The Office of the Spanish Government General Counsel (1997) and the Supreme Court (1997-1998). Advisor to the Justice Department from 2004 to 2010. General Counsel of the Madrid Regional Government, Member of the regional Public Procurement Consultative Board, first Director of the "Revista Jurídica de la Comunidad de Madrid" and Counsellor of the regional Data Protection Agency (1998-2000).
Author of several books, among which we can refer to "The fair price of forced expropriation", "Manual of Governmental Contracts and Liability" and "Administrative penalties", Ed. Comares.
Member of the Bar Association of Madrid, State Attorneys Association and the Civil and Business Arbitration Court, the Madrid Bar Association Arbitration Court and the Spanish Arbitration Court.
